Dare County Postpones Revaluation to 2011
At their meeting on Tuesday, the Dare County Board of Commissioners voted to postpone the property tax revaluation for one year, effective January 2011, in an effort to give the economy time to stabilize.
The state of North Carolina requires that counties revalue property at least every eight years. The purpose of a revaluation is to reassess properties at 100% of market value as of the revaluation effective date. A revaluation will change the county's overall tax value, sometimes significantly, which can in turn affect the property tax rate for the county budget. Dare County's last revaluation was in 2005 when property values were experiencing rapid escalations through an active real estate market. The market has since seen quite a downturn; foreclosures are at record highs; and typical qualified sales used to establish values in a revaluation are scarce.
Dare County's tax officials have collected preliminary data based on the current market in preparation for what would have been the next revaluation cycle in January 2010. Using the preliminary data and a projected tax rate that would produce revenues equal to those produced in the current fiscal year, County Manager Bobby Outten explained that 73% of property owners would experience a tax increase if revaluation was implemented in 2010 as previously planned.
Throughout North Carolina, other counties scheduled for revaluations this year have wrestled with whether to postpone their revaluation, and five other counties that could delay their revaluation have done so at this point. During discussion, Commissioners expressed sentiments that the best interests of the community would be served by delaying the revaluation one year with hopes that the real estate market and overall economy will improve.

Roanoke Island Festival Park Invaded by Pirates
Roanoke Island – The Park will be invaded by pirates on Friday, September 18! The vicious and motley crew is scheduled to appear from 2 to 4:30 p.m. to interact with visitors and to tell their horrific stories! Captain Jack Sparrow and his crew members and Blackbeard will be on hand dueling; fighting; signing autographs and more (remember to bring your camera). The event is in partnership with Kitty Hawk Kites who has organized the 4th Annual Outer Banks Pirate Festival.
The Park will also feature several additional pirate-related events. Pirate themed crafts will be featured on the porch and young pirates can participate in a treasure hunt on the Elizabeth II and in the Settlement Site! Ask for your map the day of the event. The Museum Store will join the pirate invasion by offering special discounted items.
Blackbeard's Crew will interact with customers at Kitty Hawk Kites locations from Corolla to Nags Head during the week and starting Wednesday, September 16 at the Jolly Roger Restaurant in Kill Devil Hills from 6-9 p.m.
Prior to the invasion at Roanoke Island Festival Park on Friday, September 18 at 2 p.m., Blackbeard's crew will be at Big Al's in Manteo from 11:30 a.m. to 1:30 p.m. The band of pirates will end the day at Pamlico Jack's in Nags Head from 5:30 to 7 p.m.
The Outer Banks Pirate Festival will conclude on Saturday, September 19, with National "Talk Like a Pirate Day" at the Nags Head Kitty Hawk Kites store from 10 a.m. to 4 p.m. Visitors will experience a pirate encampment and Jack and fellow pirates will recruit new crew members and pillage and plunder and battle with cannons. A treasure hunt will also be featured
